The Senate is set to examine the impact of online gambling

PH flagIn response to growing concerns over the adverse effects of iGaming, the Philippine Senate Committee on Games and Amusement, chaired by Senator Erwin Tulfo, will initiate a formal investigation into the industry. This probe aims to assess the consequences of online gambling and guide legislative decisions on several pending bills that propose tighter controls or a complete prohibition.

Online gambling has long been a contentious issue in the Philippines, with critics pointing to its links to criminal activity and social harm. These concerns previously led to efforts to dismantle the Philippine Offshore Gaming Operator (POGO) framework, which had been in operation for over 20 years. Despite these efforts, some operators continued to function illegally, prompting further government action.

Senator Tulfo Takes Stance

The proliferation of digital gambling platforms has intensified concerns among lawmakers, some of whom believe that a comprehensive ban may be necessary to protect public welfare. Senator Tulfo described the situation as a crisis and emphasized the need to address it urgently. He stated that the committee will begin deliberating on the proposed measures this Thursday, with input expected from key agencies, including the Philippine Amusement and Gaming Corporation (PAGCOR) and the Department of Finance (DOF).

Tulfo stressed that protecting the youth should take precedence over the economic contributions of gambling operators. His remarks come as President Ferdinand Marcos Jr. has agreed to engage in a multi-sectoral dialogue on the issue, including consultations with religious organizations such as the Catholic Bishops’ Conference of the Philippines.

Amid increasing scrutiny, licensed gambling companies have begun to respond. Nineteen operators have united to form the PlaySafe Alliance, an initiative aimed at promoting responsible gaming practices and combating illegal gambling activities.

The Future Of Online Gambling In The Philippines

While the online gambling industry in the Philippines has recently undergone massive changes with the repeal of the offshore gambling licensing program (POGO), offshore sites have mainly gone unchecked. For years, the offshore casino industry has accepted PH players, and for many, has become the standard for online gaming.

It is unlikely that government officials will go after offshore sites, as they are not governed by local regulators and fall outside the Philippines’ jurisdiction. There are no Philippine gambling laws that make the act of online gambling illegal; however, it is suggested that players only partake in licensed sites that offer added player protections.
