A Philippine lawmaker is calling for social-media influencers and celebrities to face greater accountability when promoting online gambling. The proposal, raised during a House committee hearing on PAGCOR’s proposed 2027 budget, centers on a straightforward concern: gambling promotions can reach enormous audiences quickly, but the required responsible-gambling messages do not always travel with them.
Kamanggagawa Party-list Representative Eli San Fernando questioned whether influencers should share responsibility with operators when promotional posts fail to meet advertising rules or contribute to gambling-related harm. The conversation comes as online gambling in the Philippines remains highly visible across social platforms, livestreams, short videos, and celebrity-led campaigns.
PAGCOR already has rules for its licensed operators, including responsible-gambling standards for advertising. The new question is whether the people hired to deliver those messages should also face consequences when promotions cross the line.
Influencer Promotions Are Under a Brighter Spotlight
The appeal of influencer marketing is easy to understand. A familiar personality can make a gambling app, casino platform, or online PH sportsbooks seem accessible in a matter of seconds. That reach is exactly why lawmakers are looking more closely at the content behind the endorsement.
San Fernando argued that gambling promotions should not make wagering appear to be a dependable answer to financial pressure. When an online casino advertisement is delivered by a public figure, followers may view it differently than a standard banner ad or commercial. The concern is especially relevant when content omits responsible-gambling language, age reminders, or clear disclosure that the post is paid advertising.
The proposal does not automatically create a new law or establish influencer liability today. Instead, it puts pressure on PAGCOR and lawmakers to decide whether current rules are being applied broadly enough. An effective framework would need to define what creators are responsible for, distinguish paid promotions from ordinary discussion, and establish penalties that are consistent and enforceable.
A licensed operator should remain responsible for the advertising it commissions, but creators should also understand the standards attached to promoting a regulated gambling product. Requiring visible disclaimers, clear sponsorship labels, and age-appropriate targeting would give audiences more context before they engage with an online gambling offer.
PAGCOR Enforcement Shows the Rules Already Have Teeth
PAGCOR Chairman and CEO Alejandro Tengco said the regulator has taken action against operators that violated responsible-advertising requirements. One example involved a PHP1 million penalty connected to a social-media promotion featuring a mobile-phone giveaway and a partnership with actress and influencer Ivana Alawi.
The enforcement action is important because it shows that the Philippine regulator is not starting from zero. Licensed online gambling operators already have responsibilities, and repeated breaches can threaten their ability to continue operating. The debate is now about expanding accountability beyond the company itself.
For players, the practical takeaway is to look past the personality in the video or post. An endorsement does not establish that a gambling site is licensed, secure, or suitable for every player. Before depositing, users should verify the operator’s licensing status, review withdrawal rules, read promotional terms, and use available deposit limits or self-exclusion tools if gambling stops feeling recreational.
Influencer rules alone will not solve every responsible-gambling concern. Still, they could make online gambling promotions more transparent and less likely to present betting as a shortcut to income. As PAGCOR reviews the issue, the strongest outcome would be rules that protect consumers without making disclosures so vague that neither operators nor creators understand what is required.
