The Philippines’ campaign against illegal gambling is showing no signs of slowing down, and the latest police figures reveal just how extensive the problem remains.
The Philippine National Police (PNP) reported that 9,401 people were arrested in connection with illegal gambling during operations conducted nationwide in July 2026. Authorities also confiscated more than PHP3.2 million in betting money, together with gambling equipment and other materials linked to the operations.
PNP Chief Gen. Jose Melencio Nartatez Jr. said information supplied by local communities continues to play an important role in finding illegal gambling activities. The campaign is also not limited to Metro Manila, with police targeting operations in municipalities, provinces and more remote areas.
Gambling in the Philippines has increasingly moved onto phones and computers, making the distinction between legal online gaming sites and illegal operators much more important for Filipino players. A website can look polished, offer familiar casino games, and accept convenient digital payments without necessarily having a license to operate online.

PH Local Gambling Laws
Philippine gambling laws are more complicated than saying that gambling is either completely legal or completely banned.
PAGCOR regulates authorized gaming operations within Philippine territory, including several forms of electronic gaming. Its Electronic Gaming Licensing Department covers regulated activities such as electronic casino games, e-bingo, sports betting, online poker, specialty games and numeric games.
At the same time, authorities continue to pursue gambling conducted without the required authorization. The July arrest figures demonstrate the scale of that enforcement campaign, while separate NBI operations in 2026 have targeted alleged illegal online gambling and gambling-related fraud.
There is another distinction players should understand: PAGCOR-regulated domestic online gaming should not be confused with Philippine Offshore Gaming Operators, commonly known as POGOs.
The offshore gaming sector has been banned. Republic Act No. 12312, enacted in October 2025, declares offshore gaming operations and related activities illegal in the Philippines. PAGCOR had already canceled all Internet Gaming Licensee and Authorized Provider licensees effective December 15, 2024, following the government’s earlier POGO ban.
Online Gambling Options: What About Offshore Sites?
Offshore gambling sites add another layer of complexity for players in the Philippines. While these platforms may be accessible to Filipino players, they operate outside the PAGCOR regulatory framework and should not be confused with locally licensed online gambling operators.
